Nearly 100,000 people in Beijing's Huairou district have been affected by the disaster, with 18,000 houses damaged, as search and rescue efforts are ongoing, local authorities said at a news briefing on Thursday.

As of now, 15,380 residents have been relocated in Huairou. A total of 107 shelter sites have been set up across the district, including three district-level centers.

Each site has established a dedicated task force, said Zhang Qiang, Party secretary of the district.

According to Zhang, all blocked points on national highways 111 and 234 have been cleared and are now passable for emergency traffic. Damaged district roads are expected to be fully restored by Thursday. Emergency power supply coverage has been achieved in all affected villages.

Repair work is underway to restore damaged water supply facilities. The local government is addressing residents' water needs through emergency water trucks, installation of purification equipment, and air-dropping water supplies.

The government has dispatched 208,000 emergency supplies to affected areas, deployed 56 large drones, and air-dropped nearly three metric tons of daily necessities in 9,850 packages, Zhang added.

Over 1,100 grassroots Party organizations and 15,000 Party members are on the frontline of flood prevention and disaster relief across the district.

"While organizing evacuations, Yin Chunyan, Party secretary of Sunhugou village in Liulimiaozhen town, went door-to-door checking on residents. Tragically, she was swept away by floodwaters. Her husband, Party member Cai Yongzhang, was also drowned while assisting with evacuations. We are deeply saddened and are doing everything possible to continue search and rescue," the official said.

Liulimiaozhen town has suffered the worst damage in the district. Roads, power, and communications have been cut off in dozens of small villages, with 8,800 houses damaged.

The local government is continuing search and rescue operations, properly relocating affected residents, and making preparations for post-disaster reconstruction, Zhang said.
