首輪中央巡視瞄準26家央企

去年第三輪中央巡視剛結束向各巡視點反饋情況，今年首輪中央巡視即將啟動。兩輪巡視有一個共同點：鎖定央企，重點查找央企的貪腐隱患。

The first round of disciplinary inspection in 2015 will cover 26 centrally-administered State-owned enterprises (SOEs), Wang Qishan, the chief graft-buster, said on Wednesday. They will include the National Nuclear Corporation, National Petroleum Corporation, Huaneng Group, State Grid Corporation and China Mobile.

中央巡視工作領導小組組長王岐山周三表示，今年第一輪巡視工作將針對中國核工業集團公司、中國石油天然氣集團公司、中國華能集團公司、國家電網公司、中國移動通信集團公司等26家央企展開。

按照中央巡視工作領導小組的部署，動員部署會后“即開展集中培訓，抓緊做好準備工作，春節一過就展開巡視”。也就是說，春節長假(Chinese New Year holiday)過后，中央巡視組(teams of disciplinary inspectors)就將分別進駐26家央企。

巡視工作動員部署會通報稱，央企主要存在以下問題：違反政治紀律、政治規矩，通過利益輸送謀求個人升遷(seeking promotion via bribery)，選人用人(personnel selection and appointments)問題突出，企業內部存在買官賣官(buying and selling positions)、搞團團伙伙(forming cliques)；利用手中權力(abusing their power)倒賣資產資源 (embezzlement from dealing in materials and resources)，采購招投標(project bidding)違規謀利，家屬子女靠山吃山(nepotism)、謀取私利。

動員部署會要求，今年首輪巡視重點發現企業在作風、紀律(discipline)、腐敗(corruption)、選人用人方面的普遍性問題(common problems)；對照教育實踐活動整改總結和督導報告查找問題。同時，“深入研究企業的歷史文化和行業特點，依其主要業務、資產資源(materials and resources)，查找靠山吃山、利益輸送問題”。
