Hohhot, the capital of the Inner Mongolia autonomous region, recently issued the Administrative Measures on Hohhot's Official Weibo (Microblogs) of Government and Political Affairs (Tentative) in order to better respond to the social situation and public opinions, probe into policy to make government affairs public, and provide better administrative services through the Internet.

To date, Hohhot's 84 governmental departments have opened weibo accounts surrounding public affairs, accounting for nearly 80 percent of all government departments. These microblogs are mainly used to publish information on the key policies and arrangements of the city and relevant departments, the progress of important work, interpretations of policies concerning people’s livelihood, measures of public benefit, emergency treatments, and other matters that people are closely concerned with.

They will respond to complaints and suggestions from weibo readers.

The Administrative Measures on Hohhot’s Official Weibo of Government and Political Affairs (tentative) requires an official weibo on public affairs to publish the important information from the superior departments and information related to the unit’s responsibilities.

They must respond within seven work days to the feedback of the readers. For problems that can not be solved within a short time, official weibo should make clear the reasons and the measures being taken. Meanwhile, relevant departments should also emphasize off-line communication with people.

An accountability system is implemented over such official microblogs. For poorly operated microblogs that fail to meet the expectations of the people, officials in charge will be responsible. The well-operated microblogs will be praised and awarded.

Currently, the training on such microblog operations is being carried out in Hohhot.
