Zhuang was born in Shanghai, in March 1965. He joined the Communist Party in December 1987 and began work in July 1984. He has a master’s degree from the Central Committee Party School and an EMBA.
In addition to being a member of the Party standing committee of Jiading, deputy head of Jiading, and deputy secretary of Jiading’s Party leadership group, he is in charge of Jiading government affairs when the head is not in the office. He is also in charge of urban construction, land planning, housing security, building management, greening and city appearance, environmental protection, water affairs, transportation, civil defense (floods, typhoons, earthquakes, emergencies), new work, new city construction, rail construction, and is responsible for the power supply, postal service, telecommunications, and gas.
