Kunming Hi-Tech Zone perfects its human resource system

Kunming National Hi-Tech Industries Development Zone is pushing ahead with the construction of 5,000 sets of apartments to attract highly qualified personnel during the 12th Five Year Plan, aiming to build up a talent pool.

Kunming Hi-Tech has been developing its three leading industries: new materials and equipment manufacturing, biological medicine, and modern service industries. It is assembling a group of big companies, for example, Yunnan Copper Group, Yunnan Tin Group, Yunnan Germanium Group, Sino-platinum Metals, Yunnan Baiyao, Kunming Pharmaceutical Corporation, and Walvax Biotechnology Corporation. The zone has also built a professional team of scientific personnel.

Zhao Xujun, deputy director of the zone, emphasized that facing a new stage when the nation is promoting a strategy of innovation driven development, the zone boosts itself through science and technological innovation, highlights human resources, and takes full advantage of its industrial resources. The zone devotes itself to creating a human resource highland as its driving force in development.

By the end of 2013, the zone had 65,076 employees, including 17,772 technicians making up 27.3 %. Among the employees, 1,243 hold master degrees, 69 have an overseas educational background, and 229 have PhD degrees. Also, there is a group of top staff. 8 people take the State Council Special Allowance, 34 take Yunnan government Special Allowance, 2 are enlisted in the Program of Global Experts, 11 technicians have been honored with the title of national outstanding technicians, and 58 are technology innovation professionals in Yunnan Province.

The zone is further improving its personnel training system, creating a better platform for its personnel to develop, and build a staff-oriented working environment. Zhao stressed that the zone would put a great value on innovative talents from both home and abroad.

Walvax Biotechnology Corporation is setting a good example in personnel training. It has launched the Walvax College, to strengthen its employees’ qualifications, and bring in human resources from various places.

Yunnan government issued a No.1 File “Improving human resource system and strengthening personnel qualification” early this year, implementing a series of steps to secure a better environment for its personnel.
