北京擬實(shí)行“有位購(gòu)車(chē)”

有了車(chē)位才能購(gòu)車(chē)？隨著老舊小區(qū)“搶車(chē)位”大戰(zhàn)愈演愈烈，北京擬在2016年推出“有位購(gòu)車(chē)”政策。

To tackle the rising menace of parking, the authorities in Beijing are going to launch "parking space before car" policy. It means that potential car buyers would have to rent or buy a car park space first, as a pre-condition to buy a vehicle.
為解決停車(chē)難問(wèn)題，北京政府?dāng)M推“有位購(gòu)車(chē)”，即購(gòu)車(chē)者需要先買(mǎi)或租下停車(chē)位才能購(gòu)置汽車(chē)。

汽車(chē)方便了千家萬(wàn)戶，但停車(chē)卻成了老大難。特別是在沒(méi)有配建停車(chē)位的老舊小區(qū)里。私裝地鎖的“搶車(chē)位”（occupy a parking space）大戰(zhàn)競(jìng)相上演，帶來(lái)消防、安全隱患；一到晚上，很多車(chē)輛隨意停放在馬路兩邊（idle vehicles parked on the sides of streets），嚴(yán)重阻礙車(chē)輛和行人通行（hampering flow of automobile and foot traffic）。

29日上午，北京市副市長(zhǎng)張延昆表示，北京擬在2016年力爭(zhēng)出臺(tái)《北京市機(jī)動(dòng)車(chē)停車(chē)條例》，總體思路是“有位購(gòu)車(chē)(secure a parking space before buying a car)、停車(chē)入位(park in designated space)、停車(chē)付費(fèi)(pay to park in public parking spaces)、違停受罰(punishment for illegal parking)”，以解決城市日益突出的停車(chē)難題（the city's deteriorating parking problems）。
