通知要求，各網(wǎng)站要落實(shí)主體責(zé)任，進(jìn)一步規(guī)范包括移動(dòng)新聞客戶(hù)端、微博、微信在內(nèi)的各類(lèi)網(wǎng)絡(luò)平臺(tái)采編發(fā)稿流程，健全內(nèi)部管理監(jiān)督機(jī)制(improve internal management and supervision mechanism)。通知要求網(wǎng)站標(biāo)注新聞來(lái)源(give credit to the original news source)，嚴(yán)禁道聽(tīng)途說(shuō)編造新聞或歪曲事實(shí)(publishing hearsay as news or distorting facts are strictly prohibited)。各級(jí)網(wǎng)信辦要切實(shí)履行網(wǎng)絡(luò)內(nèi)容管理職責(zé)(cyber administrations at all levels should be responsible for the management of Internet content)，加強(qiáng)監(jiān)督檢查(enhance their inspection and supervision)，嚴(yán)肅查處虛假、失實(shí)新聞信息。
