根據(jù)規(guī)劃，到2020年，我國運行和在建核設(shè)施(nuclear facilities in operation and under construction)安全水平明顯提高，核電安全保持國際先進水平，放射源輻射事故發(fā)生率(occurrence rate of radiation accidents)進一步降低，核安保和應(yīng)急能力(emergency response capability)得到增強，核安全監(jiān)管水平大幅提升，核安全、環(huán)境安全和公眾健康(public health)得到有效保障。到2025年，我國核設(shè)施安全整體達到國際先進水平，輻射環(huán)境質(zhì)量持續(xù)保持良好，核與輻射安全監(jiān)管體系和監(jiān)管能力實現(xiàn)現(xiàn)代化(modernize its supervision system and capacity of nuclear and radiation safety)。規(guī)劃還承諾，將我國放射性廢物處置能力(radioactive waste disposal capacity)提高到與我國核工業(yè)發(fā)展相適應(yīng)(match the development of its nuclear industry)的水平。

據(jù)環(huán)保部核設(shè)施安全監(jiān)管司司長郭承站介紹，我國是核能核技術(shù)利用大國。現(xiàn)有35臺運行核電機組(nuclear power unit)、21臺在建核電機組，在建核電機組數(shù)量世界第一。另有研究堆(research reactor)19座，核燃料循環(huán)(nuclear fuel cycle)設(shè)施近百座。按照核電中長期發(fā)展規(guī)劃，到"十三五"末，我國在運核電裝機容量(installed nuclear power capacity)將達到5800萬千瓦，在建機組達到3000萬千瓦以上，機組總數(shù)達到世界第二。
