全黨工作重中之重 習(xí)近平談“三農(nóng)”問題

2018年的中央一號文件再次聚焦“三農(nóng)”問題，對實施鄉(xiāng)村振興戰(zhàn)略進(jìn)行了全面部署。

習(xí)近平在2016年的新年賀詞中曾經(jīng)說過：“讓幾千萬農(nóng)村貧困人口生活好起來，是我心中的牽掛。”這些年，他一直關(guān)注“三農(nóng)”問題，并多次表示要把解決好“三農(nóng)”問題作為全黨工作重中之重。

到2020年我國現(xiàn)行標(biāo)準(zhǔn)下農(nóng)村貧困人口實現(xiàn)脫貧，是我們的莊嚴(yán)承諾。一諾千金。到2020年只有3年的時間，全社會要行動起來，盡銳出戰(zhàn)，精準(zhǔn)施策，不斷奪取新勝利。
By 2020, China will lift its rural impoverished population out of poverty by current standards. That is our solemn commitment and we will honor it. With three years left until 2020, the whole of society must leap into action and, with concerted efforts and targeted measures, continuously strive for fresh victories.

農(nóng)業(yè)農(nóng)村農(nóng)民問題是關(guān)系國計民生的根本性問題，必須始終把解決好“三農(nóng)”問題作為全黨工作重中之重。
Issues relating to agriculture, rural areas, and rural people are fundamental to China as they directly concern our country’s stability and our people’s wellbeing. Addressing these issues should have a central place on the work agenda of the Party.

We will strengthen basic services in rural communities, and improve the rural governance model which combines self-governance, rule of law, and rule of virtue. We will train professional rural service personnel who have a good knowledge of agriculture, love our rural areas, and care about rural people.

We must prioritize the development of agriculture and rural areas. To build rural areas with thriving businesses, pleasant living environments, social etiquette and civility, effective governance, and prosperity, we need to put in place sound systems, mechanisms, and policies for promoting integrated urban-rural development, and speed up the modernization of agriculture and rural areas.

增加農(nóng)民收入，要構(gòu)建長效政策機(jī)制，通過發(fā)展農(nóng)村經(jīng)濟(jì)、組織農(nóng)民外出務(wù)工經(jīng)商、增加農(nóng)民財產(chǎn)性收入等多種途徑，不斷縮小城鄉(xiāng)居民收入差距，讓廣大農(nóng)民盡快富裕起來。
To increase farmers' income, a long-term policy mechanism should be established that reduces the income gap between urban and rural residents by developing the rural economy, introducing employment and business opportunities to farmers and increasing income from property, and helping all the farmers achieve common prosperity as soon as possible.

A better life for tens of millions of poor people in rural regions is dear to my heart. We have sounded the trumpet to win the battle of poverty alleviation. All Party members and the entire nation should pull together and work hard as a team, put forth efforts to lengthen this short stave. We should make sure that the entire poor population in rural regions can rise out of poverty on schedule.

中國現(xiàn)階段不是要不要農(nóng)業(yè)的問題，而是在新形勢下怎樣迎難克艱、繼續(xù)抓好的問題。新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化中，農(nóng)業(yè)現(xiàn)代化不能拖后腿。
The issue at the current stage of China's development is not about whether agriculture should be included in the process, but about how to overcome difficulties and further develop agriculture in the new era. Agricultural modernization should not lag behind in the comprehensive development of new type of industrialization, informationization, urbanization and agricultural modernization.

沒有農(nóng)業(yè)現(xiàn)代化，沒有農(nóng)村繁榮富強(qiáng)，沒有農(nóng)民安居樂業(yè)，國家現(xiàn)代化是不完整、不全面、不牢固的。
The national modernization won't be complete, comprehensive or solid without agricultural modernization, rural prosperity and the well-being of farmers.
