2015年10月，習近平總書記在中國共產黨第十八屆中央委員會第五次全體會議上提出了創(chuàng)新、協調、綠色、開放、共享的五大發(fā)展理念，并寫進黨的十八屆五中全會所通過的“十三五”規(guī)劃《建議》之中。

《建議》指出：創(chuàng)新是引領發(fā)展的第一動力（innovation is the primary engine of development）；協調是持續(xù)健康發(fā)展的內在要求（coordination is an integral aspect of sustained and healthy development）；綠色是永續(xù)發(fā)展的必要條件和人民對美好生活追求的重要體現（green, which represents an eco-friendly outlook, is a necessary condition for ensuring lasting development as well as an important way in which people pursue a better life）；開放是國家繁榮發(fā)展的必由之路（opening up is the path China must take to achieve prosperity and development）；共享是中國特色社會主義的本質要求（sharing is the essence of socialism with Chinese characteristics）。

我們要樹立必勝信念、繼續(xù)埋頭苦干，貫徹創(chuàng)新、協調、綠色、開放、共享的發(fā)展理念，著力推進結構性改革，著力推進改革開放，著力促進社會公平正義，著力營造政治上的綠水青山，為全面建成小康社會決勝階段開好局、起好步。
We shall establish a spirit to prevail, continue to immerse ourselves in hard work, implement the development concepts of innovation, coordination, green, openness and sharing. We shall put forth the efforts in promoting structural reform, and reform and opening up, promoting social fairness and justice, as well as creating a green political eco-system. We shall get off to a good start as we advance in the crucial period for China to build a moderately well-off society in all all-around way.

2012年11月，黨的十八大報告指出，建設中國特色社會主義事業(yè)，總體布局由經濟建設、政治建設、文化建設、社會建設拓展為包括生態(tài)文明建設的“五位一體”。這是我們黨又一次重大理論創(chuàng)新和實踐深化，具有重大的現實意義和深遠的歷史意義。

“習”語回顧：

“五位一體”和“四個全面”相互促進、統籌聯動，要協調貫徹好，在推動經濟發(fā)展的基礎上，建設社會主義市場經濟、民主政治、先進文化、生態(tài)文明、和諧社會，協同推進人民富裕、國家強盛、中國美麗。
Mutually reinforcing and interconnected, the “Five-Pronged Overall Plan” and “Four-Pronged Comprehensive Strategy” need to be implemented on a coordinated basis. On the basis of promoting economic development, we must develop a socialist market economy, democracy, advanced culture, environmental culture, and harmonious society, and advance a coordinated effort to make our people prosperous, our nation strong, and our country beautiful.

八項規(guī)定 The eight-point guidelines

改進調查研究、精簡會議活動、精簡文件簡報、規(guī)范出訪活動、改進警衛(wèi)工作、改進新聞報道、嚴格文稿發(fā)表、厲行勤儉節(jié)約
To improve research methods, reduce meetings and celebratory events, reduce issuance of documents and briefings, reasonably arrange outbound visits, streamline security arrangements, reduce media coverage of high-ranking officials, prohibit publication under an individual's name, and practice frugality

2012年12月4日，中共中央政治局召開會議，審議并通過了中央政治局關于改進工作作風、密切聯系群眾的八項規(guī)定。會議強調，抓作風建設，首先要從中央政治局做起，要求別人做到的自己先要做到，要求別人不做的自己堅決不做，以良好黨風帶動政風民風，真正贏得群眾信任和擁護。

“習”語回顧：

中央八項規(guī)定既不是最高標準，更不是最終目的，只是我們改進作風的第一步，是我們作為共產黨人應該做到的基本要求。“善禁者，先禁其身而后人。”各級領導干部要以身作則、率先垂范，說到的就要做到，承諾的就要兌現，中央政治局同志從我本人做起。
The eight-point guidelines issued by the CPC Central Committee is not the highest standard, nor the ultimate goal, but the first step on our way of improving work style and the basic requirements for all Party members. As an ancient Chinese saying goes:"Those who would like to impose a ban should follow the ban in the first place". Officials at all levels should take the lead and make themselves examples, acting on what they say and promise. It starts with me here in the Political Bureau.
